Foreign Office, September 21, 1904.

I AM directed by the Marquess of Lansdowne to transmit to you, to be laid before the Secretary of State for India, a copy of a despatch, with Inclosures, as marked in the margin, from His Majesty's Minister at Peking, reporting on a scheme proposed by the Viceroy of Canton for raising additional revenue by means of the taxation of opium.

I am to invite a reference to the letter from the India Office of the 9th March last, and to inquire whether Mr. Secretary Brodrick considers that the Viceroy's scheme constitutes an infringement of the Additional Article to the Chefoo Convention, and, if so, that it would be advisable for Sir E. Satow to warn the Chinese Government that should the proposals be persisted in His Majesty's Government will be obliged to terminate the arrangements made under that Article.
